تحلیل تجربی سلطه مالی در اقتصاد ایران: رویکرد خودتوضیح برداری ساختاری

چکیده

سلطه مالی از مسائل مطرح در اقتصاد کشورهای در حال توسعه است، به طوری که در این کشورها معمولاً سیاست‌های پولی تحت تأثیر سیاست مالی قرار گرفته و دولت‌ها در راستای جبران کسری بودجه خود، از بانک مرکزی استقراض می‌نمایند و بدین ترتیب مانع از اجرای سیاست‌های پولی موفق و کارامد در کنترل تورم می‌گردند. علیرغم اینکه نماگرهای استانداردی برای شناسایی علایم سلطه مالی وجود دارد، اما در کشورهای صادرکننده نفت همانند ایران که بودجه دولت به درآمدهای ارزی حاصل از فروش نفت وابسته بوده و متغیرهای مهم کلان اقتصادی نیز تحت تأثیر درآمدهای نفتی قرار می‌گیرد، چنین نماگرهای استانداردی دیگر نمی‌توانند به عنوان معیار مناسبی برای شناسایی سلطه مالی قرار گیرند و سلطه مالی حتی ممکن است با وجود مازاد بودجه و سطح پایین بدهی‌های دولتی نیز وجود داشته باشد. در مقاله‌ی حاضر سعی شده است که فرضیه سلطه مالی در اقتصاد ایران با استفاده از معیار (GAMMA) که توسط داکوستا و الیو برای بررسی سلطه مالی در اقتصاد کشورهای صادرکننده نفت معرفی شده، مورد آزمون قرار گیرد. بدین منظور ابتدا با استفاده از داده‌های سری زمانی سالانه طی دوره 1391-1357، معیار GAMMA به تفکیک برای سال‌ها و دوره­های مختلف محاسبه شده و سپس به منظور بررسی رابطه میان سیاست‌های پولی و سیاست‌های مالی از منظر سلطه مالی، از یک الگوی خودتوضیح برداری ساختاری (SVAR) استفاده شده است. یافته‌های تجربی حاکی از آن است که فرضیه سلطه مالی در اقتصاد ایران طی سال‌های بعد از انقلاب اسلامی حاکم بوده و دولت همواره به منظور تأمین مالی کسری بودجه از بانک مرکزی استقراض کرده و این امر در نهایت موجب انبساط پولی در اقتصاد شده است. لذا، می‌توان وجود سلطه مالی در اقتصاد ایران را یکی از عوامل ناکارامدی سیاست‌های اتخاذ شده توسط مقامات پولی در کنترل تورم دانست.

Fiscal dominance impedes the effective implementation of any monetary strategy aimed at controlling inflation. In the case of economies in which oil exports largely affect the main macroeconomic variables, the standard indicators which are used to gauge the presence of fiscal dominance may fail to give appropriate signals, and fiscal dominance might be present even with fiscal surpluses and relatively low levels of public sector debts. The present paper aims to test the hypothesis of the presence of fiscal dominance in the case of Iran, as an oil-exporting country. The presence of fiscal dominance has been examined throughout the period 1979-2012, using the indicator (GAMMA) introduced by Da Costa and Olivo. Moreover, a structural VAR model has been employed to identify dynamic interactions between fiscal and monetary policies. The empirical results of the study indicate that the monetary policies have been called upon to solve fiscal unsustainability, through the monetization of the government debts. Also, the expansion of the money base, forced by fiscal authorities, has prevented monetary strategies from being effective in controlling inflation.
