تجزیه نابرابری درآمدی در استان کردستان بر حسب مناطق شهری و روستایی

چکیده

هدف اصلی این پژوهش تجزیه‌ی نابرابری درآمدی در استان کردستان بر حسب نابرابری در مناطق شهری، روستایی و بین مناطق شهری و روستایی می‌باشد. بر این اساس نابرابری درآمدی در استان کردستان در فاصله‌ی سال‌های 1384 تا 1392 با استفاده از شاخص‌های تایل و اتکینسون بر حسب نابرابری درون و بین مناطق شهری و روستایی تجزیه و برآورد گردیده است. به طور کلی نتایج بدست آمده حاکی از کاهش نابرابری در سطح استان، مناطق شهری و روستایی و افزایش نابرابری بین مناطق مذکور طی دوره مورد نظر می‌باشد. علاوه بر این، نتایج نشان می‌دهد که سهم نابرابری مناطق شهری و روستایی از کل نابرابری استان تقریباً مشابه بوده و این دو جزء بیش از 90 درصد از نابرابری استان را تشکیل می‌دهد. همچنین بر اساس نتایج به دست آمده هدفمند سازی یارانه‌ها تأثیر مثبتی بر بهبود نابرابری در کل استان داشته است. با توجه به نتایج این پژوهش لازم است که سیاست‌گذاری‌ها جهت کاهش نابرابری در استان به طور همزمان معطوف به مناطق شهری و روستایی باشد.

چکیده [English]

The main purpose of this paper is to understand the nature of income inequality in Kurdistan province. For this purpose, using Theil and Atkinson indices, income inequality has been decomposed into within- and between-urban and rural areas The analyses have been done using data over the period 1384 to 1392 drawn from the Iranian Urban and Rural Household Income and Expenditure Survey. The results show that overall inequality and inequality within urban and rural areas has decreased, while inequality between rural and urban areas has increased during that period. Furthermore, urban and rural contributions to overall inequality are the same, and they account for more than 90 percent of the total inequality in the province. Meanwhile, the results show that the Targeted Subsidies Reform has had a significant effect on the reduction of the total inequality and inequality within urban areas. According to the results, policies in Kurdistan province should focus on inequality in both urban and rural areas simultaneously, and it is important to take into account the rising inequality between those areas.
